Based on education and experience, these two (2) openings will be filled at any of these job titles/classifications: SCCO II (Grade 16) SCCO III (Grade 12) SCCO IV (Grade 8) SCCO V (Grade 5) = 0 years experience; entry-level Position Summary:Working under the direction and authority of a System Control Center System Operator I, II or III, assist, with limited instruction, in overseeing the safe, efficient and reliable operation and coordination of the AEP transmission system in RFC and/or SPP; for assisting with the coordination and arrangement of congestion relief on actual or contingent overloaded transmission facilities; for assisting with the coordination with the applicable RTO the arrangement and approval of switching operations and removal of equipment for maintenance of transmission lines and stations; for maintaining acceptable EHV and 138 kV voltage levels; and for the proper notification regarding outages and system disturbances to management, DOE, NERC, and FERC as required. Must work under the responsibility and authority of a NERC Certified System Operator and must comply with all NERC Reliability Standards, specifically those regarding Transmission Operator and Balancing Authority operation, in order to help assist with ensuring the stable and reliable operation of the bulk electric system. This position does not take any independent real-time actions. This is an entry level position. Principal Accountabilities: 1. As an operator-in-training at the highest authority real-time desk in AEP, must work under the direction and authority of a SCC System Operator I, II or III and is not allowed to take any independent actions. All actions performed that could impact the real-time system must be performed under the direct supervision by a SCC System Operator I, II or III. 2. Assist the SCC System Operator I, II or III on-shift with the performance of their functions, assisting as directed in implementing appropriate real-time actions to ensure the stable and reliable operation of the Bulk Electric System. 3. Pass on all reliability directives of PJM and SPP in their role as a NERC Reliability Coordinator, to the SCC System Operator I, II or III on-shift. 4. During normal and emergency conditions, assist the SCC System Operator I, II or III in directing timely and appropriate real-time actions. 5. Assist the SCC System Operator I, II or III on-shift in the initiation and coordination amongst PJM, SPP, AEP Generation Dispatch, and the AEP Transmission Dispatch Centers, actions, including implementation of system emergency plans and procedures, required to mitigate actual and contingency loading conditions, voltage collapses, capacity deficiencies, energy deficiencies, and other system emergency conditions. 6. Assist the SCC System Operator I, II or III on-shift in initiating, coordinating, and arranging among PJM, SPP, AEP Generation Dispatch, and the AEP Transmission Dispatch Centers, for congestion relief on actual or contingent overloaded AEP transmission facilities, including arranging for off-cost generation dispatch to relieve local constraints. 7. Assist the SCC System Operator I, II or III on-shift with the coordination of facility outages, loadings and operating voltage levels with appropriate personnel within interconnected companies, generating plants, transmission dispatching centers, ERCOT, PJM and SPP. 8. Assist in updating daily operating plans with the latest system topology information and re-run contingency analysis on the days plan to ensure the plan is kept current and the system is within acceptable system operating limits. Communicate canceled or postponed scheduled outages as determined by the SCC System Operator I, II or III on-shift and/or assist with the return to service of facilities already out as needed. 9. Assist with the coordination and the restoration of service to customers and the transmission system following unplanned system emergencies, and ensure system reliability is restored as quickly as possible in a safe and efficient manner. 10. Monitor and direct the operation of EHV and 138kV capacitor banks, reactors and other operable devices. 11. Assist by monitoring the real-time interchange metering points and if directed by the SCC System Operator I, II or III on-shift, enter corrected MW data into the appropriate energy accounting systems when metering data is incorrect or missing. 12. Assist the SCC System Operator I, II or III on-shift in performing the NERC Balancing Authority function of monitoring the AEP West area control error metering on both an instantaneous and average basis to ensure Generation Dispatch maintains the proper balance between generation and load as prescribed by the NERC Reliability Standards. Assist the SCC System Operator I, II or III on-shift to direct Generation Dispatch to take corrective actions when appropriate and/or required by NERC Reliability Standards. 13. Assist with the verification of the hourly load data associated with the AEP integrated interconnection, intra-connection and generation energy flows. 14. Assist the SCC System Operator I, II or III on-shift to maintain clear and detailed records of all pertinent activities involving the EHV and 138 kV transmission systems, as necessary, to provide a history of significant operating events as required for various audits. 15. Assist the SCC System Operator I, II or III on-shift to notify designated management personnel of major interruptions, abnormal conditions and other system emergency conditions. 16. Responsible for continuing qualification training in the SCCO job family progression 17. Responsible for maintaining NERC certification through valid continuing education hours (CEH) 18.
